Desperate To Disable Pop-Ups From My Screen.

Do the other two suggestions not block ads and are therefore contrary to Site Rules?
You should be able open any program on your computer from the Start menu.
To add a shortcut to a program to your taskbar, find it in the Start menu, right-click on it and select More > Pin To Taskbar.
However, despite of all the foregoing advice, pop-ups on your computer are far more likely to be associated with malware than with ads supplied by websites. If you've already got Malwarebytes Anti-Malware on your computer, run it now. I don't recommend a fresh installation of it though, as it forces you to take a free trial of the paid-for version, which has been known to slow some computers down quite a bit. Instead, download and run AdwCleaner (which is 'out of the same stable' anyway):

^^^ The pop-ups you refer to, Smurfchops, CAN'T be blocked by any type of ad-blocking software because DMG Media (which operates both of those sites) have configured them to detect that such software is in use and to refuse access to them unless that software is disabled.
Like you, I suspect, I think that the level of advertising on those sites is utterly ridiculous. (Yes, I know that it's the ads that pay for the site but they've now reached such a level that it's hard to find the actual new content in between them, which must put many people off from visiting those sites in the first place). So you have to choose between putting up with grossly excessive adverting or not using those sites at all.
