I am assuming that you are using w10. If not do you know the operating system that you are using? If it is inded w10 ... either press the windows key on your keyboard(bottom row left corner) or click on the windows pane that is in the tool bar at the bottom of you screen. A menu will pop up. from that menu click on the gear cog icon which is settings. Another menu will apprear. from this menu click on "personalisation". Another menu will now show a list that has "taskbar" at the bottom of it ... click on taskbar.
Now it gets a little hit and miss for us because different versions of w10 have slightly different setting methods and layouts. In the list there will be a toggle that says "automatically hide taskbar in desktop mode" ... make sure that it if ""Off"" THere is another that says "automatically hide taskbar in tablet mode" make sure that is also "Off"". Likewise ""Off mode for "use small taskbar buttons" and "lock taskbar".
