Does anyone know a specialist photographic developer that can convert old 1920s and 30s negatives to prints?

The film format is likely to be either 120/620 (often 6cm square but there were variations) or 220 (typically 6cm x 7cm or 6cm x 8cm). This firm can handle those formats but you'll need to enquire for pricing: https://www.the-darkroom.co.uk/about/old.film

Why not get a scanner with transparency adapter and do it yourself?
I used to use Max Spielmann mail order in the days when I used film and I was always happy with them. Have a look on their website.
