What is it that differentiates Web pages from being able to be stretched ie expanded with fingers or not on tablets and presumably phones. For example, AB, mail online, bbcnews can all be expanded. My local online paper can't and neither can others I look at. What's the difference technically?

You have to format the site differently for mobile devices, perhaps they can't afford to upgrade the site
