Where can I download the postcode database

Even my local supermarket has it for deliveries, how come so sacrosanct on the net? I thought these data were public domain?

You can do postcode lookups for free on the Post Office site. But the Royal Mail licence use of this data if you want to do it yourself. They will charge you a licensing fee each year as well as the cost of physically sending you the data. The best place to get a system for doing postcode lookups is from one of the Royal Mail's resellers rather from them themselves as they only have the data on various tape formats. There is a list of resellers on their site.
