can a windows 2000 administrator overwrite encripted files and what privilages does he have?

I assume you are referring to the Encrypting File Service (EFS) facility on Windows 2000 NTFS partitions. EFS relys on public/private keys in order to protect files/folders on a suitable NTFS partition. Only the encrypter has access to these files and they are locked out to EVERYONE. However, EFS has a recovery facility which is set up by Domain Administrators or delegated Recovery Agents. So the short annswer is no, administrators can't simply overwrite encrypted files but domain administrators or recovery agents can implement encrytion recovery.
