I think IE language support packs are just that - for IE only. You may need to ask the game developers - we had to use Japanese Windows at my last company if we wanted to use Japanese software!!
The Kanji characters of Japanese are double byte or something like that so they come across as gobbledygoo on your screen. If you can read Japanese why dont you just load a japanese version of windows onto your computer. Or partition your hard drive and have an english version and japanese version on it. Perhaps try posting on www.gaijinpot.com and someone can help you there.
just had another idea! there is a chance that because the text on your screen is illegible that there might infact be a clikable area for an English version and you are missing it. If you post the site name here I will visit it and let you know. I am running Japanese windows.
