Start the RUN dialogue box and type in: Gpedit.msc and click OK to launch the Group Policy Editor.
Go to Computer Config./Administrative Templates/Windows Components/Windows Messenger
Double click the Do Not Allow Windows Messenger To Be Run setting.
In the resulting dialogue box, select the Enabled option an click OK
