Open paint and set the page size the same as your screen resolution (eg 1024x768 pixels) by selecting Image then Attributes. Now open your pictures folder and open one of the photos you want with Paint (right click on it, select Open With and find Paint). This will open the photo in a Paint window seperate to the blank one you opened first. You can adjust the size of the photo in the same manner as before or you can scale it by selecting Image then Stretch/Skew. Now you need to highlight the photo, or section of photo, you want to mantage (top right hand tool in the tool bar. Drag a rectangle around the photo). Select Edit then Copy. This has copied your selection to the clip board. Back in the first Paint window with the blank page select Edit then Paste. The photo will appear and you can move it around to where you want it. To add other photos open them with Paint and carry on the same. When your done select File then Save As and save the montage. Here you can choose what format to save it as, jpeg, bitmap, etc.
Easiest way to make the montage so you can print it is in Word or Power Point. Open either program and select Insert, then Picutre, then From File. Find your photo and insert it. Do the same with other photos and arrange them as you want. With Word or Power Point you can manipulate the images easier than with Paint. But they will save it as a document not as an image. If you want to, you can make the montage in Word or Power Point then group all the images together as one and copy and paste it into Paint to save it as an image.
