I imagine that if you have the money then you can access the web from literally anywhere in the world via satellite connection.

According to the CIA there are no countries "without access to the internet", however "North Korea has no Internet service providers and only a handful of citizens are allowed to go online". Of course, this information may be out of date. And it is the CIA :0)

China has it but I've read/heard that its closely monitored so very restricted access there.

Otherwise, maybe Alaska?
