my son has had a computer he lives in a flat with no phone line ,someone has told him he can get on the net without one is this so ,and how ?we would be very interested to know what is involved thanks

The only other option that I am aware of is broadband via satelite - but htis is very expensive.
He may be lucky and have a neighbour who has an unsecured home wireless network - he can 'piggyback' off their line and get free internet access that way.
Some cities will also soon be launching a wireless network covering certain parts of the centre - again - he may be lucky to live in one of those places.

Your son could get a Wi-Fi card and install it to his computer.
Many airports, hotels, and other services offer public access to WiFi networks so people can log onto the Internet. All he has to do is find a hotspot (internet location) and connect.
But be warned that scammers can set up their own hotspots and gain any vital details that your son has entered.
Alternatively why not tell your son to go down the public library where it is free* to go on the internet.
* Some libraries charge per hour of use for the internet.
