Waht you are after is something that can compile to J2ME (Java 2 Mobile Edition) MIDlets. I've used the Sun One Studio before for this, though I'm not sure it's still available. I think there are also plugins for Eclipse to compile for J2ME. You may also need specific SDK for the type of platform you are targetting (Series 60 etc).
