You will need more than just software I am afraid, you will need to buy and install a special ''video capture card'' to allow your PC to accept video signals inputs. good ones are not cheap by the way.
You should really find someone in your area who knows how to get this installed and working for you.
It might be cheaper for you to buy a basic dvd recorder that you hook up to your tv and video player.

Once you have copied the vcr on to disc you can download it from the disc to the hard drive for editing.

This assumes that you have a dvd player in your pc.

There is plenty of software to choose from for editing.
You will also need a fairly powerful PC to do video editing.

You need a fairly new machine with a fast processor and lots of memory and hard disk space.

Dont try to do it on a 5 year old PC running Windows 98.

I think ethels idea is the best. Buy a DVD recorder and connect it up to your video player.

How about the Panasonic DMRES10 lke this
