I just received ALOT of returned emails from people I don't even know and it turned out spams were sent out to them with my domain name eg [email protected], [email protected] and various other names.

As I do not want to get blacklisted by ISPs and accused of sending out junk mails who should I forward my complaints to? My mailbox is clogged up with returned mails every seconds!

Most ISPs have a department which handles abuse control and spam. Let them know and they might have some suggestions to make - it is better than waiting for somebody to report you for spamming. You might also ask them if there is any of filtering out the returns.
You also need to consider how this came about and what you can do to prevent it in the future. Making sure your e-mail address is never placed in plain view where a 'spam bot' can pick it up is the first line of defence. If you ever need to quote an e-mail address in an 'open' message, then use 'at' and 'dot' instead of the symbols. If you happen to be using Microsoft Windows, and I know some people do (why ?), then you should make sure that you have up-to-date anti-virus and anti-spyware protection. Products like 'Spybot' and 'AVG' are recommended.
Unfortunately there isn't a lot anyone can do to stop this, once the b'stards have your domain name.
You are very unlikely to be blacklisted by anyone, they realise what is happening and anyway, you aren't sending these mails.
Anti-malware isn't really any use against this, the problem is that someone has got hold of your domain name (and has probably sold it on, many times).
Ask your ISP for advice.
I solved the problem by abandoning my default mailbox and only using a named mailbox. I then got my ISP to forward all default mail to a blackhole.

Thanks for the replies. I will contact my isp and follow your advise on this matter. It is very annoying and the worst thing is, it is a private domain and never been advertised publicly.
