When you log on to these weather web cams, or those in radio stations etc. why are the images not continuous they seem to be a series of still pictures one after the other. Where can I see proper moving pictures of say motorways or the Thames river?

The best one I've found is this

there are a couple of other links on the same page too.
I've stood at the statue shown.
They are images and not a continuous video because 1) it's not really required (they're just to get an idea of what's happening), and 2) it costs much less in terms of bandwidth charges.
