Start-Settings-Control Panel-Internet Options-2nd tab is Security just highlight Internet, select Default Level then raise it to High. Don't be surprised if you can no longer view some web sites.
If you are referring to general security of your computer, buy Windows 2000 or XP, have all the partitions as NTFS, ensure users have to logon with a password (you can change the complexity and life of a password with a local security policy), don't give your users more than basic user rights and store all of you data encrypted (using EFS).
