Still looking for video software to create a DVD using mpegs?

I'm looking for some simple video software to use to add fade-ins/fade outs, text and menu bars to my mpeg movies which I do not want to a alter in any way. Is there such software available? I have Nero and don't have the plug-ins but it wants me to re-encode mpeg anyway which I don't want to do. I basically want to do the same thing you can do with SVCD's but without the encoding bit!!! Many thanks!!

on my dell pc Xp i have a sonic programme ( pre installed ) that i do cds and dvds with and it supports mpeg files.
I don't know if this link would be any good but it's worth a try.
