It's going to be your typical Microsoft Windows release. For the average user it won't do much new than XP does, but has further graphics requirements so needs a better computer to run. A lot of the new 'features' will be grabbed from Apple's Mac OS X. Mac fanboys will go on complaining for ages over this, Microsoft fanboys are clueless so won't care.
Earlier on in its development it actually had some good new features, but sadly almost all of these have not made it into the actual release. Maybe next time. It's been heavily delayed, and to the end user doesn't look like much of an improvement from XP.
