Out to turn her over = Take all her money, pull the wool over her eyes
Pulling a blag = Conning her - lying to her to trick her

or Wanting to nonce her kids up = wanting to sexually assault her children

this sounds like self-conscious criminal-type slang, bartholomew, the sort of thing people say in cop shows on TV. I hope your neighbours aren't talking like this.
