A.rar is a compressed file and will need the program 'Winrar' to extract these files. A .bin file is a binary file that contains information used by an .exe file, which means its probably not much good without the corasponding program. And finally a .flac is another type of audio file which you will probs need some sort of codec for. Hope this helps, and good luck trying to work out where all the sentences start and finish in this answers due to the large amount of full stops!
.ogg and .flac are music files (.ogg is a free version of .mp3, and .flac is a free lossless music file, so that you get perfect CD quality if you rip your CDs to it). dbPowerAmp will convert them to another music format for you; you may need to install the odd plugin from their website too. vlc player will play these files for you, and maybe winamp too.
.rar is as Gard says, a compressed file like .zip files, but using winrar's own algorithms. 7-zip or winrar will open them for you.
.bin files are either as Gard says (just generic binary files), or they might be disc images that are missing a .cue file: if you want to create a mirror image of a CD or DVD on your computer, you can create a disc image, that consists of a .bin file and a .cue file. If it is a disc image, you can burn these with a burning program like Nero.
