which programme?

should I use to create some backing paper, used for crafting. It will need to contain fairly sharp images, shapes or text and then be printed out. I have MS Publisher and PSP (although I am not very clued up with the latter). Would another programme on the market be more able to deal with what I am trying to do? -Any advice or opinions welcome please
