When I do 1471 this number keeps coming up. 03348 obviously it's not a phone number. Any ideas?

Could it be a mobile number from abroad like USA

What with the incease in technologies now, text to phone, skype 'internet phones', perhaps the number is some service of this type obviously not having a fixed standard dialing number??
