Dvd writer hardware?

i've read the answers to the questions about Avi to Dvd convertion but they all talk of software. now this may be a stupid question but do a need a DVD writer or can i just use my CD writer?

You need a DVD writer to create a DVD format disc. However (with most burning software) it is possible to create a VCD disc that will play in most DVD players using only a CD burner. The quality will not be as good as DVD and (due to the storage capacity of a CD as compared to a DVD) the average film, for instance, will need two discs.
