Try running it under warm water.
put some brown greaseproof paper on it (an old envelope for example) then place a (not too hot) iron onto the paper it will lift the wax off.

put it in the fridge and after about an hour you will be able to lift it off

It seems to be ingrained in the disc.

Unfortunately the wax has been on the disc for some time. We lent the disc to my brother, who lives a distance away, he said he could not watch the film due to the wax, but i only got the disc back last week, after a month. so the wax has been on for a long while.
To be honest with you i think ur dvd is kaput!!! sorry
click on the Repair Centre link on www.totaldiscrepair.co.uk to get it repaired (they resurface the disc, so could work in your case)
Since wax is a hydrophobic hydrocarbon alkane try using acteone (nail polish remover). Alcohol should also work (vodka etc)
