computer keys not functioning correctly

how do i restore the keys to original designated use for example the @ sign is now on the top row where the 2 " key is

Basically Windows thinks you have a US (or non-english) keyboard.
Go into the control panel and select Regional and Langauge Options (or something similar).
Change any US settings to UK (this can be in 3 or 4 places).
If you have BOTH US and UK keyboard selected make sure the UK one is the default (or delete the US one).
Reboot to pick up the changes.
