My brother- in-law is new to computers and has managed to swap the function of 2 keys on his keyboard. The@ and " buttons . Can anyone help ?

Sound like the computer thinks it has a US keyboard fitted. Shift + 3 should give a � character on a UK keyboard but will produce a # on a US one.
Have a look here and scroll down to see the various layouts.
On his computer's 'Help' page, type in 'keyboard'. There should be a help subject on selecting the keyboard he is using. In Winxp, scroll down the Index to 'keyboards - changing keyboards and keyboard layouts', and follow the instructions.

Under the Start menu get into the Control Panel and mess about with "Regional and Language Options". Change everything you can from "US" to "UK".

I think that fixes it. Otherwise, take a small screwdriver to the 2 button on your keyboard and swap it with the @ key...
