problems texting abroad from UK

I have been sending text messages to Peru which are not being received, I am on T-Mobile and my phone is a Nokia 1100, I basically send them to +511 followed by the number, and the phone tells me that I have succesfully sent them, and I get billed for them, but the person isnt getting them! Please help!

First of all, is their phone enabled to recieve messages in other countries?
Secondly, there should be no need to add the +511 to the number, that only states that it is using the Peruvian network.
Have you tried to send it without the +511?

Also, their phone may be enabled to recieve text messages abroad but if it is not dual-band or perhaps even tri-band it cannot use the network in Peru. But then again im not sure what band Peru use.
