Lotus Notes 7 V2. Electronic meeting room booking

Hi Guys,
I work in a busy office which has a very old fashioned system for booking of meeting rooms, ie- a manual diary system. I've previously worked in offices where they have had an electronic system for booking rooms via their notes e-mail calendars.
I have asked the IT Department here and I was told- the only way of doing this would require a full time resource to man the system. However I'm sure we can do this electronically, without manual input. I suspect that they are too busy to help me look into this thoroughly and I have been brushed off.
I would like to see a centralised electronic calendar which anyone can access and schedule times, similar to the way you can send meeting invitations cia e-mail and it blocks out the relevant time in your & the invitees calendar.
Could anyone gove me some advise on how to build this?
Any direction would be greatly appreciated.
