When she has opened skype there is a 'help' button. Then 'help' again, and click 'troubleshoot'.
Hopefully this will identify the problem and help solve it.
If her pc / laptop has a built in mic and speakers, tell her to do a test with that - you do not need a skype phone to use skype.
If that works well, then the Skype phone is not connected or configured properly - or is faulty.
Is there a mute button on it? So she can hear others but they can't hear her? It really could be something as simple as that.
