It is possible however. Some camera's don't require switching on, they just need activating and it can be done remotely if the PC is unsecure / vulnerable. Don't think you will find anyone wiling to tell you how it is done though. Not on here anyway.

You could reason that if you know how its done you can take steps to prevent it.

You cant defend against things that you dont understand, people should be told and also they should be taught how to prevent it.

Of course you can defend against things you don't understand. Do you know how to write a computer virus or a piece of malicious spyware? Probably not. But you can buy software to prevent infections. Microsoft release regular security updates to patch against other possible security threats. Ensuring you have a decent firewall will also help prevent any unauthorised access to your pc and it's devices.
