working offline tick-box

I work Windows XP and Orange broadband. Sometimes when trying to get online I find that the 'working offline' box has automatically ticked itself. When I cancel it , it often re-ticks itself either immediately or some time later. How can I keep it permanently un-ticked until I choose to tick it?
