Unlocking Nokia N80

Is it possible to unlock a Nokia N80 which is locked to O2 so that it can work on 3? If so, how easy is it because my sister has recently tried to unlock her N70 from Vodafone so she could use it on 3 and it didn't work. She even went direct to the network but it still didn't successfully unlock it.
