Why do some videos cut out when playing while others play no problem at all?

It's probably loading, and your connection's a little slow.

When it starts playing press pause, until you see the rest of the video load while paused. Then you should have no problem.

No - I mean once loaded, some videos cut out during playing, while others don't.

My brother says it's something to do with buffering.

What's this mean?
That means exactly what I said. Once the video starts, after the computer thinks it can load all the video before your playing catches up to it, it starts playing. But if your connection slows slightly, your playing will catch up with the loading of the video, and so it'll stop for a few seconds (what I believe you're seeing).

Have you tried doing what I said, and does that solve it?
