I've used it loads of times with eBay and it is safe as houses (all SSL encryption etc). It is free to set up (you may have to make a small payment (which is refunded) to verify your credit card details) and you will not get charged when making a payment. If you receive a credit card payment via PayPal then you have to pay a percentage (approx 3%).
As with any online payment method, make sure you choose a complex password, i.e. a mix of letters, some capital, some lowercase, and numbers, and change it regularly. Other than that, I have used paypal over 30 times and it is very safe. A word of warning, however, you may receive emails claiming to be from Paypal about reactivating your account, these are not from Paypal, do not click on any links, or reply, but forward them to [email protected]
I've been using PayPal for a couple of years now on many different sites without any problem at all. In fact it's the simplest and safest(I believe) way to purchase on the internet.

Do heed mattie's advice though concerning bogus e-mails. It caught me out!

I concur the safety of the Paypal site is not in question but you may find the following link interesting www.paypalsucks.com
I too concur. I've just wired a few thousand dollars through PayPal and happily do so fairly frequently... plus with UK credit card protection you're not even liable for fraud through the site.
