I have seen office for sale at PC world for �88.00 but it says 1 user, can i load this onto my desk top and my laptop or does it mean 1 computer? also I have seen it say not for US, presumably this is to do with pricing but i am going to Florida soon can I buy office there and load it on a PC here?

So, yes you can install on both.

Or you could just download OpenOffice for free and try that. It's compatible (90% of the time anyway) with Microsoft Office, so unless you're doing anything unusual with it you'll be fine.
And since you're probably just doing the same things with it as most others, you'll be fine.
