Sharing programs with another user

Can anyone tell me how I can stop any program that I download being added to another users list. In other words if I download a program how do I ensure it is on my list of programs only. Also the same applies to any shortcuts added to my Desktop.

Using user profiles, one's desktop shortcuts would be confined to one's profile.
