You pay some cash to find out who may have said something about you. They're just praying on peoples natural paranoid curiosity. Your name might well be on their database but how many people have the same name as you?
How can they say it's not spam? Spam is unsolicited mail that YOU do not want. Only you can define what's spam and whats not at the end of the day.
Ignore it.
