I want to free up some space on my hard drive and have found a large file that I dont know if is safe to delete.In the folder WUTemp there is a file called PMStudio,and in this file is an ENC file named Blk9.enc.This file is taking up 3.99GB on my hard drive.I have absolutely no idea what this file is.Is it safe to delete?

WUtemp is the windows update temporary folder created when you do the windows update from the microsoft site. Theoretically it should be empty as the temp files created when widows updates itself should be deleted. I would rename the folder then run you computer for a bit testing all the applications and if it is OK then delete it. Also try the disk cleanup.
