Hi, I have been looking at webcams on the internet and on one site under "Main Specs" + "Device type" listed is Localisation and there are a list of different countries. Does this mean that if for example USA is not listed I would not be able to chat to them. Please help I am new to this!

No it doesn't.

I'm not really sure what the localisation is about. But most webcams just plug into your USB or firewire port on your computer and work with applications like Skype. It doesn't matter where they or you are.
