Shortcuts on taskbar

I'm trying to put shortcuts on my taskbar but having no success. I've tried dragging and dropping the shortcuts (internet etc) on to the task bar and it just won't create a shortcut. I've tried it with and without the taskbar lock on - any ideas?

Is quick launch ticked in properties?

If not, it won't work.
