I know there are tons of websites which provide free "Websites" like Piczo etc, but how do I get a proper website, where I can have a url such as www.HighAndLow.com etc ?

In the UK you must register and pay for your domain name here.

You can reigister a domain online via a web site without the need to talk to anyone.
Note that Gromit above gave the website of Nominet who are the governing body of UK domains, but I dont think you can actually create your domain on their site (anyway they only look after "uk" domains)

Note that it is more expensive to register a "com" domain than a "uk" domain. In fact the company I used above created my uk domain for free if I hosted the site with them.

I got my domain names from www.fasthost.com i just use the address to forward users to another website that is hosted through apple..
Basically all you need to do is use any site that will host your page, youll end uo with an address like www.example.com/123/hometown/direct/vesp.html which is really long etc etc
then you just log into your domain account at fasthost.com and click redirect then enter the really long address and save it. This will the redirect users to your free website but using a different name..
