Compiling CD insert/label

Hi,
it's my best mates 60th shortly and one of the things I'm preparing is a CD of his favourite tracks from our youth.
The actual CD doesn't present my limited technological expertise with any problems but I am in desperate need of help with the insert and label. I have scanned old photo's and taken some digital shots of things and places from the old days. You know friends, street names, school etc and what I would like to do is prepare them in a haphazard way sort of in layers with some slightly overlaying others and some standing out with others kind of shaded in the background. The sad thing is I can visualise it perfectly in my mind but I haven't got a clue how to execute it.
My PC runs on Windows XP and I have access to early editions of Adobe photoshop album and elements.

Before I had Photoshop I used Acoustica CD label maker .. nice and simple to use .. am sure a simple Google search for it would turn up results ...

you could do this with Microsoft Publisher, do you have the programme on your PC?
I am doubtful if this is downloadable free from the Microsoft website if you havent, but maybe a friend has the software and you could use their pc?
