escort problems again grrr

my escort wont start i was told that i had moisture in the fusebox this was around 3 weeks ago so changed it everythings been fine since until today when i started having problems again so took the fusebox out dried it put it back in now the cars dead it wont start at all although theres a strange whirring noise coming from under the bonnet at the top somewhere just under the windscreen this noise is still there when i remove the key the dash lights come on and everything but just wont start and that noise is rather strange????
