PS3 registering a subaccount

I'm trying to register a sub account on the Playstation network, I've registered a master account but can't seem to find the option to create any further accounts. Does anyone know how to do this?

I've never even held a PS3, so I'm no expert but I wonder whether this quote, from the PS3 website, is relevant?:
"To create a sub account, you must log in as a different User from the one you logged in as when you created the master account."
