Could someone tell me which book/novel this is from?

I was wondering if someone could assist me by informing me of which book/novel the following quote (I use the term loosely as it isn't verbatim) comes from, 'The English would not think of giving money to help their own poor but would gladly pay to see a dead Indian.' I apologize for my inability to remember the quote! I have searched goggle to no avail and this is my last hope!
