I was wondering is it possible to find out were people live or even about the person through the I.P address and if so can someone please give me a link to a program or explain how to do it please........i was wondering because my brothers son runs a website and sometimes gets bad comments on his page but it leaves the I.P address and he would like to send those people a letter to complain........thanks xx

No. Most people have dynamic IPs which are allocated on connection, so it's quite possible that my IP today, could be my neighbour's tomorrow. In fact, my ISP doesn't do much in the way of zoning, so my IP today could belong to someone 300 miles away tomorrow. If you go to http://www.ip-adress.com you can check your own IP address, but the best it can tell you is where your connection pop is. I've just checked mine, and its on the opposite side of the country to where I live.
Another consideration is the ethics of what you are intending to do. If you have a web site which allows people to leave comments, you are inviting those comments. Whether they are good or bad (or even obscene), the place to respond is on the site. These people haven't written to you personally or invaded your privacy, so what gives you the right to invade theirs?

you are absolutely right of course ... free speech should be free (unless the site is room 101 of course).
I suppose the solution is for the page to have a series of tick boxes against acceptable phrases so you can make up more plesant answers

For Starters Rojash the person who is riting some of the comments is someone he used to b friends with and since fell out n he was saying some really hurtful stuff to him but toprove its him i have 2 find out from his I.P Address which is left when a comment is left n also it has nothing to do with u n i dnt care about privacyor non of that crap so dont go preaching to me OK
