Let's fix your problem...
Save this file to your desktop:

Extract it
Plug in your USB Drive
Found New Device Wizard will open
Select the option where you tell it where to look
(no auto search)
Select the check box for a directory and browse to the extracted folder
Click next
A window will pop up listing drivers (mine had three)
Don't freak out - they are listed as Toshiba drivers
This works - I promise - I did it...
(Mine had a funky one listed first, then a controller and then one listed as driver)
Select the one that says something like Toshiba USB Driver
Click next and so on, until the install is done
Now you should be able to use your usb drive on your Win98 system.
