If the problem is at 'your end' (rather than with the actual site), the most likely cause is a problem with your firewall. To check, press Ctrl-Alt-Delete to enter the Task Manager. Then select your firewall program and 'End task'. Then try again to access the site you want. If you can now view it, you'll have to go into the firewall settings to try to identify the problem.
Alternatively, try using a different web browser. If you can't access the site with Internet Explorer, you might be able to view it with Firefox.
