who does Ebay answer to?

Do Ebay have to answer to anyone? Some body, authority, organisation or committee?
At present there are no serious rivals to Ebay, so it's very hard for customers to leave them and go elsewhere. It's almost a monopoly.
With the awful way they treat their customers, there should be something that can be done. But leaving them means going without online auctions in general. They have no serious rivals.
Any ideas?

Perhaps I should have added that the reason I would like to do something is because their customer service does not do anything - not matter how loud you shout.
And as for the first answer - did you read the question? That's the whole point! There is no alternative to Ebay, so they can treat you as badly as they like. Why send unhelpful pointless answers like that? Are you really bored?

Ebay's line has always been 'We only act as agent - what the punters get up to is their affair and responsibility' or words to that effect. 'We'll just take the fees, thanks very much'.
