Assuming you mean the forum aspect, that one is written with phpBB, (http://www.phpbb.com/), and to use that you'll need some web space that supports php scrits (takes work being done on their side) and I'd be very suprised if you could find that without paying for it.

If you mean, "How do I set up a forum?", see tomd's advice for one that looks like ccc.co.uk, if you're not fussed about the look and want a free one, search under "free forum" provider or similar. Most free boards involve pop-ups/ads (and probably attach ad/spyware to visitors), though. Here's a link to a free board: http://chaosuk.proboards16.com/ - there's a link to the provider at the bottom of the page. If, on the other hand, you are plugging ccc.co.uk, you might get a better response if guests could see what the forum was about!
